What is an HP Omnibook? What does it use for a Kermit program?
What kind of flow control are you using? If the Omnibook is not using
any kind of flow control, that would explain why it can send files
but not receive them. See if you can set up a common method of flow
control between the two ends -- RTS/CTS (preferably) or Xon/Xoff.
If the Omnibook does not support any kind of flow control, try using
shorter packets, smaller window sizes, etc.
If that doesn't do the trick, get back with more specifics.
